Healthcare Management Administrators, Inc. was formed in March of 1986 by David L. Snodgrass, CLU, ChFC. HMA is a Washington corporation chartered to provide benefit administration services.

David Snodgrass, CLU, ChFC, President/CEO
David began his insurance career as an agent and broker with Lincoln National Life and other insurance companies marketing group and individual insurance products. He joined SAFECO Life in 1980 as a group representative working with Third Party Administrators (TPAs) and Brokers in underwriting and selling stop-loss and other group coverage. David became the SAFECO Regional Group Manager at the end of 1982; responsible for group sales, service, underwriting and management for eight western and northwestern states. David also managed a group of sales, service and support staff that marketed excess loss and other group insurance coverage to TPAs and brokers.

In March, 1986 David left SAFECO and formed HMA to work jointly with brokers and their clients to design, implement and administer self-funded employee benefit plans specifically targeted to include Preferred Provider Options and other Managed Care approaches.

Clay Ellis, Senior Vice President, COO
Clay joined HMA in 1999 bringing with him a strong history from the health care insurance industry. Having held key leadership positions in both national and northwest insurance companies, Clay’s accomplishments include the design, implementation and management of three successful northwest health products.

More recently, Clay held the title of Vice President of Product Development for First Choice Health where he facilitated the development of Inland Health, an Eastern Washington insurance offering, while also leading the further development of the Costco Health Plan. As Director of Operations for Health Washington , Clay was responsible for all phases of product administration and development, including the eventual merger into what became First Choice Health Plan.
