The Manager, COBRA will be responsible for analysis, developing operational plans for deployment, and overseeing implementation and long term management of COBRA as a stand alone product for HMA. This position will be responsible for the development of marketing goals and objectives and will guide and manage the introduction of this product into new markets. The Manager, COBRA will be the corporate product and subject matter expert on COBRA, and will assist the Client Services and Sales Departments with presentations of this product during sales or renewal presentations. An additional responsibility is the day to day supervision and management of the COBRA unit and its employees. This is a highly visible position within HMA, and will work closely with internal and external stakeholders, senior management, and HMA clients.
 
Essential Functions:
 
  • Responsible for analysis and management of transition of external COBRA business to HMA and developing operational plans for HMA’s COBRA product. Oversight of product rollout and deployment. Includes development and implementation of plans to enhance product and increase market share.
  • Develop and monitor marketing goals and objectives for COBRA product.
  • Act as corporate product expert on COBRA; assist Client Services and Sales Departments with questions and/or presentations during sales or renewal presentations.
  • Establish and oversee employee productivity monitoring, staffing, training, development and implementation of process improvements, as well as maintenance of departmental Audit procedures, Policies and Procedures, and CQI initiatives within the COBRA unit. 
  • Manage and supervise the employees in the COBRA unit. 
  • With the Compliance Department, ensure compliance with all state and federal laws and regulations. Develop and manage all COBRA correspondence and collateral.
  • Manage and resolve issues, questions or problems relating to COBRA for internal departments, clients, brokers, or members as necessary.
  • Other Duties as assigned by the Director
 
 
Successful Candidate will have:
 
  • A minimum of 3 years experience managing and administering COBRA. 
  • 3 years experience in general employee benefits plan administration.
  • 3 years in progressively more responsible management or supervisory experience in a dynamic environment.
  • 2 years experience with new product analysis and evaluation, development and deployment.
  • Comfortable working in a highly regulated environment.
  • Exceptional analytical, problem solving and presentation skills.
  • Bachelor’s degree (Management, Accounting, Business Administration) or equivalent education and experience.
  • Excellent customer service skills as well as oral, written and verbal communications.
  • Team Player with the ability to produce results in a challenging and dynamic environment
